EQUALLY IMPORTANT! EU Health Ministerial Conference

Investing in the health professionals of tomorrow in Europe, Sept. 9-10,2010
The Member States of the European Union are increasingly finding themselves faced with similar challenges regarding the availability of competent health professionals. National measures are often insufficient to deal with the changing and growing demand.

EU Workforce for Health

It is much on the way in the EU Directorate SANCO (Health and Consumer). I think we will, therefore, have a busy summer this year. Below find some important information relating to “EU Workforce for Health”. EfCCNa needs indeed to go political in order to achieve safe staffing in the ICU for the professional care of the patients entrusted to us. Please ask your critical care nursing associations’ president/board of officers for their support!

1.) Here are the two links to the Green Paper and the Report on the Consultation of the Green Paper (2009). The purpose of the Green paper on the European Workforce for Health (2008) was to give a clearer picture of the challenges faced by health systems across Europe, and to engage the stakeholders in a debate on which actions could be taken.

EU health systems have to perform a difficult balancing act, firstly between increasing demands on health services and restricted supply; secondly between the need to respond to people's health needs locally but also to be prepared for major public health crises. 2.) A reminder to approach your Members of the European Parliament (MEPs) and ask them to sign the Declaration 40/2010 (see my email of July 27, 2010) re the EU Workforce for Health. As most politicians are back only at the end of August, please contact them around this time. Otherwise phone calls, letters or emails might be to early for the deadline to sign (September 17, 2010). 369 signatures are needed and right now there are 121.

Report on the open consultation on the Green Paper European Workforce for Health
This summary document aims to provide an overview of the main views expressed on the different topics raised in the Green Paper. It also examines the responses of the various stakeholder groups. An annex provides a particular focus on Member States governments and health professionals’ and carers organisations, as these were the two groups that responded in highest numbers .

3.) Furthermore, there is in fact a Health Ministerial Conference with respect to workforce (September 9-10, 2010). It would be great if you and/or your associations’ president could write to the National Health Minister to make her/him aware of the EfCCNa Position Statements Education and Workforce. In addition, do stress the crucial situation in terms of nurse staffing, qualification, specialist education and recruitment in the ICU.

This Ministerial Conference wishes to bring together the Member States to discuss an effective policy for the future with regard to innovation and cooperation
